In June 2000, Jonathan Brooks was appointed as manager of the OECD Forum for Entrepreneurship and Enterprise Development in the Baltic States. Prior to joining the OECD he was an executive director of the development consulting firm GHK International, in which capacity he acted as an adviser to numerous senior government officials and public policy makers throughout Central and Eastern Europe, Russia and transition economies in SE Asia and Southern Africa. Mr. Brooks also has experience as an investment analyst for a number of UK and US venture capital funds and, during his consultancy career, advised on the establishment of public policy support initiatives for venture capital in the UK and South Africa. Mr. Brooks holds a Masters degree with distinction from the London School of Economics.
